Investing in improving a person's skills represents an investment for life, according to a spokesperson for the Department for Business, Innovation and Skills (BIS).
She claimed that increasing the abilities of people in the UK could be "critical" as the country starts to come out of the recession.
Ensuring that training opportunities are provided could have a significant impact on the lives of "millions of people" because it could increase their personal prosperity.
"Skills are an investment for the whole of a person's life," she commented.
The BIS spokesperson noted that they will also be vital when people are searching for a new job.
In order to ensure that workers get the positions they want in the future, it is necessary to provide them with proper training opportunities.
These should be "delivered in the right place at the right time," she added.
"Reforms are making the qualification system less bureaucratic, simpler to understand, more attractive, flexible, inclusive and responsive to learner and employer needs."
The authorities in Wales have also drawn attention to the importance of skills over the last two months.
John Griffiths, deputy minister for skills for the Welsh Assembly Government, said in an article for the Western Mail that many jobseekers are opting to gain more qualifications to improve their chances of finding work.
He said the Assembly's Your Future, Your Choice, Your Action campaign would focus on the need for people to develop their skills.
It would also highlight the rewards that making wise adult learning choices have brought people across the country, he added.
